ok to plant perrenials ,tomatoes etc

Hi
this is the coldest May that I can remember, I bought, Delphiniums,cup & saucer vine, various other plants plus have hardened off tomato plants, seed potatoes that are growing in the box in house. Whats minimum outside temp for any of these, its going down to 45 here tonight, been covering all these little plants for weeks now! I know to keep my basil in until it gets warmer but not sure with these other plants

Barring any freezing weather, soil temperature is more critical for the tomatoes - it should be at least 55 degrees, preferably warmer, otherwise growth will be slow until the soil warms up.
