A shrub for a difficult spot...

I have a low porch facing WSW. It's on a corner, so it's open to the elements. There's a 1 foot foundation supporting the porch, and about 2-2.5ft strip of ground between the foundation and the sidewalk. The width is about 12ft. I need a durable, hardy plant, preferably an evergreen, that I can plant in this area. Minimum maintenance. Perhaps 3' tall. If not an evergreen, then what deciduous shrubs might work?
