Are you looking to plant 4-6 of the same plant at about 2'-3' wide x 2'-3' high? There are a lot of choices here...

You could go with several Prunus laurocerasus 'Otto Luyken' to cover the strip, very hardy evergreen and adapts to most soil and light conditions, once established. They will get to about 3'-4' tall

If you looking for something slightly lower in height (~ 2' tall) requires nearly zero maintenance, you could go with Sarcococca hookeriana 'Humilis'

Can I not recommend the Saracocca? I think it is subject to winterburn and is more of a groundcover type of plant, something to use around other plants.
You say that the site is exposed to the elements. Does that mean the site is windy? sunny? a lot of reflected heat from a building? are you on an upsweep on top of a hill? is there a lot of water? What about the soil? baked? wet? drains too fast? not fast enough?
This is what I pictured when I read your post. A hot dry site in full sun with reflected heat that gets a lot of wind. What do you say?
If this is so, then I would lean toward the conifers but not knowing your site, I can't say if I would mix it up and make it more interesting or create a hedge. Also, I don't know your taste.
