Veggie Garden issues

HELP! I'm relativey new to vegetable gardening. I grew up with a garden, but my parents soil is nothing like mine, so my dad can't help me.

I have 5 tomato plants, 4 pepper plants (green, red and yellow bell and a sweet banana), black beauty eggplant, zucchini and a squash. I also recently added a basil plant as well as two other herbs.

I have two problems:

1. Basil- it came from a "herb pot" that was obviously too small, so the owner gave it to me, I kept it in the pot for a few days until I could plant it. It is now planted, but there are black spots/dots on the leaves, near the stems of the plant. I have no idea what is wrong, or how to fix it, if i can.

2. Peppers... they are wilty and have spots as well. I've read up on the internet and it seems it could be anything from over watering to a fungus to who knows. I'd appreciate any suggestions or ideas.

Also, I live at the shore and have very sandy soil. The garden isn't in "full" sun, but does get a decent amount of sun.

I'm also open to suggestions on how much water is enough, or when to say when?
