Suggestions wanted for Z4a rock garden - ground cover?

For the past 3 years my wife and I have struggled with a rock garden in Bancroft ON. It's about 8m from side to side, and 3m top to bottom, with about a 20 degree slope. It gets sunlight during most of the day - dappled in the adternoons.
It's at our weekend place, so we cannot give it any attention from Mon-Fri.
We've spent an unreasonable amount of time trying to keep it clean, and separate the plants from the weeds. Part of the problem is that neither of us is very knowledgeable about gardening.
A small business in town has a nice rock garden that seems to include mostly ground cover plants and low shrubs, and it looks like a reasonably easy way to make an attractive garden feature.
If you had a rock garden like this, what plants would you choose, and how would you organize them?

| I'm assuming that since it's a weekend place that it's in the woods. We live surrounded by woods and when we moved here 20 years ago I built flower beds and little rockeries along the edge of the woods. It was an ongoing battle keeping the woods at bay. After about 5 years I realized the score was the bush 5, me 0.So now I have things like Vinca (Periwinkle) which will spread and cover a large area and is pretty even when blooming is done. I have also got Creeping Phlox,a few Sedums,Creeping Thyme, Hens and Chicks, Creeping Jenny. I live farther north than you so there are probably a few things you could grow that I can't. These are all pretty maintenance free which works for me as we are at our cottage a lot in the summer. Why don't you check your local library and get some books that might help you?
