cotoneaster still brown

I have several cotoneaster shrubs in my front garden. Here we are, nearing the end of April, and there doesn't appear to be any "greening" of these shrubs yet. They're all a rust/brown colour. We had a hard winter ... have I lost them? I also did some heavy pruning late last summer. Any thoughts, ideas or advice?
