Fern leaf peonies

I bought 3 fern leaf peonies for the grave site of my father and two other soldiers who all died in WWII. The one plant was rather puny to begin with and didn't make it. The other two are flowering and seem to be healthy. The cemetery is some distance away and I don't always get there to water them on a timely basis. My grand parents grave site is in the same cemetery and has had a fern leaf peony for about 8 years.

The Minnesota Arboritum said that they have had mixed results with fern leaf peonies and discouraged me in planting them again. The nursery did stand behind the one that died. The one that they gave me to replace last years plant has a bulb root 3 to 4 times larger than the one I bought last year.

Every year, the VFW comes to the head stone that is a common stone for my father and the other two soldiers for a Memorial Day Service.

I really like the fern leaf peony and I would appreciate any advice anyone could give to me in caring for the them.

I googled them and they are suppose to be hardy to zone 2. Were you given a reason why they weren't recommended?
