Weed tarp for japanese knotweed and raised bed

Hello, my first post here. Anyways I have a question.

Being a young college student I don't own any land myself and rent the top floor of a house. I recently made an agreement with my neighbor, an older woman, to take care of her overgrown backyard and in exchange she would allow me to use part of it for a vegetable garden.

Nearly half of her yard was covered in Japanese knotweed, particularly the half that gets good sun. After researching the plant and how difficult it is the get rid of it I thought any hopes of a garden were dashed. I eventually came across something stating that if you put down a tarp over an area recently cleared of the plant you can make a raised bed garden above it and not have to worry about the weed growing up into the garden.

Is there any truth to this and if so what type of tarp should be used? It seems like plastic would just pool water so I imagine he ment some sort of fabric tarp.
