Privacy - Year Round - High Screening (but not low)

I have seen other messages on privacy, so sorry if it seems a bit redundant. However, I have not found exactly what I am looking for.

I have a pond with a neighbor's house directly across the pond. I would like a tall tree that has a high privacy to block our view of their house/windows. Yet, a base that is free and clear, so we can see the pond. Because our lot slopes down. We want plan the tree near the pond, where when we sit on our deck, we can see the pond via the low clear base, yet have our neighbor's house be blocked with high screening when we look straight across.

Usually the best bet is a maple or oak, yet we like to keep the foilage year-round. Thus, evergreen is usually better, yet usually the base is thicker than the top which is opposite of what we want.

Area is northern ohio (zone 5) where the area is in sun partial to most of day with plenty of water being at the bottom of hill near a pond.
