Storing ROOTS over winter?

I have some Dahlia hybrids and other plants that are only considered 'annuals' in Michigan, but are perennials in warmer states.

According to Home Depot for my annual Dahlias,

"Where not hardy, roots can be dug up and stored in a cool, dry place until spring."

How would I go about doing this with my annual-like Dahlias? (they are not tubers) Do I JUST store the roots and cut off all of the flower stem? The instructions are very vague and I don't want to kill them if I don't have to!

I also have a passion flower that I'd like to save, as well as some Cineraria plants, Croftway Coral Princess Cape Fuchsia, Kangaroo Paw, Mandevilla Sun Parasol, two Hibiscus plants, and a Passionflower vine.

Any help on this subject is greatly appreciated! In a few weeks, I'll have to begin the saving process.
