To purchase locally, you need to know when, or if, the garden center will be selling what you want.

So phone the larger garden centers, farm stores also, and ask
1. Do you sell strawberries?
If so, then also ask
2. When are they available?

I'd suggest Down To Earth for starters. Unfortunately, I don't live there any more, so I don't know what else is still around. I haven't been to DTE for a long time, but I assume they're still the same.
