Downspout gardens for the PNW

I have a stretch of ground alongside my driveway the receives a lot of runoff from the roof. It's got a lot of gravel mixed into it (from the driveway), so the drainage isn't awful, but it's in full shade. For some time now I've wanted to plant a downspout garden there to help control runoff, but all of the suggestions I've found for downspout gardens are plants that like boggy soils. I suppose this might work back east, where they often have summer rainstorms, but here in the PNW our summers are very dry.

Does anyone have any suggestions for plants that can tolerate being soaked in the winter, bone dry in the summer, and full shade? I'm not asking for much, am I?
