um, is this a trick question? you posted those requirements to THIS website. and people here can give you recommendations....

i'll anticipate the usual response, plants don't really STOP growing at a certain predetermined height. probably what you really are looking for is something that grows moderately that won't get too tall too fast, or something that is OK with pruning.

arbutus unedo? a large growing manzanita? loquat? mountain hemlock? garrya elyptica?

I'll guess an evergreen vine on a trellis.
There's a few people that would love this question on the Conifer Forum!
