If worried about new roots or new shoots collapsing, let them grow for awhile and then plant out - when tissues are more firm. Remove the potting medium, plant immediately, water well.

Do not plant with intact, potting soil root-ball or in amended planting hole back-fill. You want the same soil texture throughout the entire rooting area. No pockets or zones of different material that could affect how water moves through the soil around the plants.

It is pretty common now for retail nurseries to pot up their bare root rose stock immediately on receipt. It is easier to sell the roses if potted and eventually they will need to be anyway, if not sold early in the season. They just do it sooner rather than later. You can think of them as being individually heeled into a protective medium, much like the former big bins of damp sawdust accomplished :-)

Since they have been potted for such a short period of time, there is little concern about unpotting them now and planting. Just be careful of any delicate new roots that may have emerged, but even these will be rapidly replaced should some breakage occur.

I've once or twice had a few specimens in the current state (shoots and replacement roots recently emerged) collapse myself, so I understand the basis for concern. It's not likely to be fatal, but you do have to wait for them to get over it and come back.

As with stock well-established in pots it is better to have them wilt at first, get properly planted than to plant with intact potting- or field-soil root-balls or circling roots (not likely to be seen on bare-rooted roses) that may cause poor results or even failure sometimes years later.
