I think they do have soil, I know they have compost. I'd mix garden dirt with compost myself.

We've used both the Clackamas 3-way and 4-way mixes for years for vegetables and trees.

This time of year, a lot of wet, compressed clods can be in these mixes; try to break up as many clods as possible when putting the mix in the beds.

Mt. Scott Fuel on SE Foster has soil mixes--one of them undercover, but I preferred the texture of the Clackamas mix last year.

there is a dude on C/L selling mint compost. thats kinda neat! its $150 or so for 4 yards delivered.
