Meyer Lemon Tree

Hello,

I planted a Meyer Lemon Tree last September and it lost all of its leaves. It's now May 13th and it still doesn't have leaves. It's definitely not dead, since the stock and limbs are still colored and not brittle. I only water it once a week. Should I fertilize? Help!
