Dying shrubbery; blighted and diseased...too mush heat?

Dying shrubbery, blighted and diseased.

Three years ago we removed all our photinia. The leaves had black spots and the bushes were dying. I was told that is typical of photinia in the Puget Sound area. Now, the same symptoms are appearing in our other bushes. It seems except for the rhododendrons and azaleas all the other bushes are blighted and/or dying. These are old established plants and have never appeared diseased prior. Some people have suggested the Summer of 2009 when we had a couple weeks over 90 and a couple days over 100 weakened the bushes. But it's only now I've really noticed the dying off. Most of our bushes are on the southwest side of the building, so there is a lot of sun. Some bushes are putting on new shoots and might recover, other not so. Any suggestion on what is going on, how to prevent whatever the blight from spreading, and how to generally strengthen the bushes?
