Hedera helix 'congesta' habit

This is kind of an interesting form of ivy - more or less an upright small shrub of ivy, ours is currently about 2' high by 1' around.

Our problem is that despite it being quite unique we are finding its habit a bit of a pain in the butt. It seems to need staking and even requires a hoop - if not, the branches flop everywhere - and I actually wonder if the floppy branches is the way it should be or should we continue to use this hoop?

Anyone out there have any experience with this plant? Your comments appreciated...
