Royal Frost birch not leafed out yet?

Hi! I'm new here, and hoping someone can offer some insight. I bought a container-grown Royal Frost birch last year, and planted in April. It was about 9 feet tall at that point and did great all through the growing season. The foliage was beautiful and it seemed to have no problems at all. It grew about 3 feet taller as well during this time.

My concern is that it has not leafed out yet this spring. It has what I believe are leaf buds (though I'm not positive, as it had leaves already when planted last year), but none are opening. Birches of another type in my neighbors' yard are totally leafed out, as are most of the trees around.

Is it possible that my tree is just slow in producing its leaves? Is there something I can do to be helping it along?

I'm in zone 6 on the ID/WA border.
