Best time to transplant a Japanese Aralia

I have a small Japanese Aralia (3' x 2') I wish to move to a new spot. When would be the best time to move it here in 7B? Anything I should be aware of? Other tips?

Umm. That's an evergreen.

Instead, during the fall -- at the very least, during much cooler weather than we now have.

Another excellent argument for using botanical names :-) Japanese aralia = Fatsia japonica.
