Frost damaged peonies

Two mature peonies were badly damaged by frost this Spring. I cut off the damaged leaves, hoping they would fill in once it got warmer. They did bloom, but are really sparse and unattractive. Usually they are really full and fill in a 6' x 3' area by the front door.

Can I cut them way back now and plant annuals around them for Summer enjoyment, or will it damage the plants?
