What is eating my lobelia flowers?

I have lobelia in all my window boxes along with geraniums. Something has eated all the flowers in 2 of the gallon containers holding the plants. What could it be and what can I do about it? This has never happened before.

Have you checked for slugs? Or snails??

Sure have--no slugs, no snails.
