Lettuce Not Growing

I garden in Seattle, Washington and have never had a problem growing lettuce. This year I planted lettuce in April and May and the seeds germinated, but never grew past two little leaves.

I am planting in raised beds with a professional soil mix. The bed receive 6-8 hours of western sun every day.

Any ideas what the problem might be?

Did they then die, or remain at two little leaves?

I will be anxious to see what others respond. I am near Seattle and my lettuces are fine, bolting now. I don't know if this will help you at all, but I added borax (1 tsp per gallon of water) on my garden after reading they are important. Also added lime.
