rose recommendation willamette valley

I am helping an acquaintance with her yard and she needs to replace a rose that died. She rents and is responsible for yard upkeep, so she has to replace the rose that died on her watch with another rose. She knows NOTHING about plants (not even what an iris is!) and doesn't really care to learn. She has hired me to come help with maintenance once a month and she is willing to water. What I am wondering is what is the easiest care rose for the Willamette Valley? I always choose my roses for fragrance and flower form, and I basically ignore powdery mildew, black spot etc. I spray the aphids off with a garden hose. But she needs something as impervious as is possible to the perils of growing roses here (she's in Albany). Does anyone have a suggestion or two? Thanks in advance!
