Using weed block "fabric"

I'm thinking this is a silly question, but I'm debating with myself how to use weed block fabric, or if I even need it. We have completely redone an area between our house and our driveway. We dug the old dirt down to the level of the driveway, my husband built a new low retaining wall with stone, and now we are ready to fill the area with nice, rich garden soil. I plan to plant a combination of evergreen and deciduous flowering shrubs (like rhodies and hydrangea), and fill in with a variety of perennials. Eventually, I would love to have this garden area look lush and filled in with plants with minimal ground showing. I was going to put the weed block in on top of the base dirt before putting in the new soil, but then I was thinking, that for weed control, I should put it in on top of the new soil and under the mulch.But, if I did that, then my perennials would be kept from spreading, too, right? I'd appreciate the advice of other perennial growers! Thanks!
