Broken concrete and groundcovers

In an effort to further anchor the urbanite steps I have just had installed, I mean to tuck groundcover in here and there. Should I do this now or will winter rains likely do such a number on the arguably largely unestablished plants that I'd do better to wait until at least February?

Now is a very good time to get plants established.
Soil is still warm and rains will help.
they will be far ahead of plants put out next spring.
