If you want a more formal look a uniform groundcover over various bulbs along with a few evergreen perennials in background or edging might work. You probably want to determine how much how much light & moisture this area will receive before selecting plants.

We have enjoyed these mostly evergreen plants in part shade moist soil. Some are rapid spreaders, so give them room.

Ajuga, bronze leaved - needs moisture in summer or gets mildew
Lysimachia nummularia âÂÂAureaâÂÂ, golden creeping Jenny - spreading groundcover or trailer, will creep out of bed unless you control it
Primrose 'Wanda' small purple with yellow eye -slugs tend to go for the other primroses more than this one, but the vine weevils notch the leaves
Corydalis lutea - blue-green foliage w/ small yellow flowers & is slug resistant
Serbian bellflower, Campanula poscharskyana - 1" star shaped lavender blue blooms late spr-ear fall, shear to keep tidy because this spreads well, constantly bait for slugs
Carex 'Ice Dance' - varigated strappy leaves, spreads a little, but not too quickly
Vinca minor, perwinkle - covers bulb foliage nicely, blue flowers, other flower colors available
Heuchera, coral bells - reliable ones for us 'Purple Palace', 'Caramel' in a container, 'Firefly'
Euphorbia Mrs. Robb's, wood spurge - shiny foliage groundcover

These tolerate dry shade once established, so might work well under your pine tree.
Helleborus - needs lime added to soil, slower growing, long blooming, newer cultivars have upward facing flowers
Japanese Pachysandra - have it only in large pots as roots spread vigorously
Lamium, spotted dead nettle - many types with varigated leaves
Geranium macrorrhizum, bigroot geranium - good fall color

It's bare now because it's such a tough spot. Expect to be using watering and mulching to get something to grow there.
