winter-watering garlic

I planted my garlic early in October and green shoots are up nearly everywhere. We've had plenty of rain, so I'd been congratulating myself that my job was done for a few months at least. But now we've had and will continue to have a dry spell. VERY dry. And we've been getting temps in the 20s during the night and early morning (this morning it was 20F at 8 am here). So the ground (at least the uppermost layer) is frozen. Should I water anyway? Thanks!
