Can you post a pick? Sounds like fescue. Does it come back every year? Need more deets.

Sounds like quack grass or segment grass--same stuff different common name. Growing actively, sends out runners. Any little bit of root will form a new plant. If you do try and dig it up make sure to get all the root bits. Best bet would be to douse it with herbicide. I'd use Round-up. bolecke, after I posted this, I did some research, and I think it is quack grass. Nasty stuff. I've already gotten out the roundup.
