Corn Cob and Manure in the bottom of the Tomato Plant hole

Hello,
My husband saw this article on the Indian method of planting tomatoes.
You place one corn cob to hold in the moisture on the bottom of the tomato planting hole.
Then add purchased bagged manure on top of the corn cob
and then plant your tomato plant on top.
Has anyone heard of this method?
