Getting rid of Russian sage

I had about 10 feet of Russian Sage dug up. When I went to plant some roses in it's place, I found a lot of roots left behind. Are these going to cause problems later? Is there something I should do to "sanitize" the area.

I don't know if the roots will tend to resprout (with as much trouble as I've have trying to get mine to grow at all I think not). I think that I would dig out as much as I could anyway.
