You can always try craigslist under the "free" section. There usually will be people who have a pile of dirt or soil for free if you haul it. Also there will be horse folks that may have piles of compost for free. Some will even load it for you. The city of Norman has all the compost you can load for free. Or they can load a trailer load for 10 bucks. But that is for Norman residents. Any chance you know someone who lives in Norman? Other than that there are some materials yards and private truck drivers that will bring exactly what you want, but this is usually expensive.
Also, tree trimmers might dump a load of ground up trees for free if you need mulch. Never hurts to call and ask.

What is the size of your garden?

For a food garden you don't want anything of unknown characteristics including possible pesticide or industrial waste contamination and pathenogenic infestations - don't put any old dirt there. If it isn't known to be of good quality, including free of contaminants pass it by.

I am not sure if you are located in OKC or Tulsa, but if you are in OKC then you may be able to get free soil from the Norman compost facility if you have a volunteer that lives in Norman (they say they only allow you to take compost if you live in Norman, but they've never checked with me when I go before). The compost is made up of the garden waste collected in Norman - so it may have pesticide residue. Although we filled our garden with that compost, bit by bit, and did not have any problems with pesticide residue. The compost is free if you shovel it yourself or you can pay ($10 I think) for them to scoop it for you. I am not sure if OKC/Tulsa has a similar program.

Tulsa has a green waste site where you can get all the mulch you need. You have to show id, and they usually load it if you're getting a full load.
