I've linked the Climate Prediction Center's February outlook below.

The temperature part looks really good in terms of being able to plant.

The precipitation part looks iffy, but we already know our state is in Severe through Exceptional Drought, so that's not a big surprise.

If you're trying to decide when to start planting or to decide if you want to plant earlier than usual, the linked map might be useful.
