if i was you, i'd do both. The seeds could be for a late crop in the fall. Most of the time it's a gamble if they will set fruit during the hot part of the summer so they will ripen before frost comes.

It also depends on what the mature day is on the variety.

Buy seedlings while there is still a good selection of healthy plants. You may want to start seeds for later, but tomatoes and peppers need to go into the ground soon. I never start peppers and tomatoes for late planting, but I think some people do.
