Hmm, not sure there is a mulch besides rock that could withstand some of our winds. That said, TLC on Memorial in OKC sells two types of shredded cypress mulch, one is regular and one is super-fine and is supposed to not float. The area I have it in it has stayed down but is somewhat protected so couldn't say for sure if it's site conditions or the mulch itself that's to thank.

I will throw in my.02 worth on mulch. I think that first of all, that the water not be allowed to get deep enough that it will float. Second, I like that the strands be long enough that they tangle together to resist blowing away.

I don't use mulch around the house because I live out in the country and have a slow fire response time and have more insects and critters than I want. I do use a lot of mulch in the flower beds and garden. The best "stay put" mulch I have used is oak shavings, but if you don't live near a saw mill they will be hard to find.
