What's killing my Chinese Privet?!

So I have 2 privet bushes in a row. I'm not a fan of the plant in particular they were just cheap and suited that awkward space in my yard that was not growing grass. Anyway, until two days ago, the two bushes on the end looked identical and were thriving. Today I went out to feed everything and the middle one looked like it was dying. As I looked closer, these tiny black dots were covering the plant. They do not move (are not alive from what I can tell) so aphids are out of the question. I considered caterpillar poop (I saw a privet hawk moth on one a few weeks back) but it seems that there is just too much of it. I sprayed the plant with water several times and the majority of them are gone...with nothing flying out of the plant. The first picture is the healthy privet and the second is the infected. Any ideas on what this could be?
