It will grow, then maybe be killed in winter. I grew it in the DFW area but at that time understood that DFW was on the northern edge of its range.

Maybe some types can survive our typical winter. I don't know. Maybe someone here has tried.

If you do grow it, be aware that it is very poisonous. I remember seeing it all over southern California, so assume it is tropical or semi.

someone in far southern Oklahoma may be able to keep one alive in a good micro climate but anywhere else they will surely die.

they are evergreen so overwintering must be done in a high light area such as a greenhouse or sunny window(maybe)

I have many plumeria a relative of oleander. The biggest differences are plumeria have many more options for colors, they smell better, and they are deciduous making overwintering in oklahoma very easy.
