Fertilizer from waste food

I was looking for some recycling information in my township and noticed that a fertilizer plant is being built about 10 minutes from my house.

The facility will process food waste from grocery stores, casinos, hotels, etc into organic fertilizer.

It sounds like an accelerated composting process, but the end product isn't biologically active like normal compost would be.

What does the forum think? The plant is supposed to be operating by April/May. I'm sure making compost myself would yield a better end product, but with the price of grains rising, how good an alternative is this?
