is this ok for compost top dressing?

I'm ready to start my organic lawn. I've read the faq. I have st augustine, and live in central florida. I want to put down my top dressing of compost and then some corn gluten as a preemergent and i need to do this now.

My city will deliver this stuff called "soil builder." Here is the description: "soil builder is made from screened mulch, consisting of local plant materials brought to the City Brush Sites and which have been shredded and processed using windrow sanitization (windrow sanitization is the process by which materials are placed in a long narrow row, turned for aeration, and maintained at or above 131�F for 3 days in order to eliminate weed seeds, insects, and plant pathogens). This product is sold for its properties to retain water and build soil organic matter."

Is this any good for my compost? Or do I need to go out and buy something else? If I need to buy something else, what do I get? Thanks!
