As to removing the dead debris, they don't always get into that. One good way to do it is with a power rake, aka slit seeder, aka vertical cutter. You can adjust those tools to just scar the surface of the soil and slice everything above that. Then you can use the leaf blower to move it around to where you can rake it into a compost pile. These tools do not disturb the soil structure. They also give you the opportunity to evaluate the soil profile looking for dips and bumps. After removing the debris would be a great time to level the surface before seeding.
