Preping for a new lawn

An article I was reading the other day about preping for a new lawn started with spraying a poison to kill what was growing there now and then, after that died, removing that material. So where does the grass growing there root? In the subsoil? In the topsoil? Does removing the sod already there mean you also remove the topsoil? If so, why?

If there is time why not simply cover that area with newspaper and kill off the grass growing there and allow the Soil Food Web to convert those plants into foods to feed the new grass once it is up and growing?
