Preparing area for new sod

I'm going to be laying sod in my front yard in the fall. Right now, the turf is a mixture of grass, weeds and dirt. I had construction done 2 years ago and I stopped taking care of it completely after all the damage. So, I definitely need to start over.

My question is about preparing the area. I read in the Lawn FAQ about leveling a yard. It said to cut the grass down to about 1/16", then top dressing it with soil, then re-seeding or lay sod. Why wouldn't it be recommended to remove ALL grass that's there with a sod cutter before laying new sod? Won't the original grass and weeds come through the new sod eventually?
