Organic Lawn Treatment

OK, IÂm new to lawn care. Our new lawn was seeded Oct 2006. We are in S. DE and have very sandy soil. This spring we fertilized (after 4 3.5" cuttings) using a fertilizer with broad leaf weed killer. The pH of our lawn is 6.0. Now instead of using the "ScottÂs" plan for fertilizing and bugs and weed control, weÂd like to go organic. We were advised to go out and buy a lot of organic matter. So now here are my questions: How do we put it down? How often? Does it need to be put down prior to a good rain  or good watering? Does it leave an order that will annoy the neighbors? Anything else we need to know?
