Dry Conditions Slow Organic Process?

I know a lot of people posting recently have issues with an overabundance of rainfall. However, I was wondering if excessively dry conditions slow down or kill off the microbial herd and its actions? If you do deep watering once a week or so it can leave those upper layers of earth pretty crusty which is where I assume most of the action is supposed to take place. And does the higher temps of summer have a greater rate of action than does an early fall rate? Anyone with any input?
