Not exactly Lasagna gardening which like the food is supposed to be several layers not just one but that can work because the newspaper will keep what is growing there from getting the sunlight those plants need and when deprived of access to sunlight most plants die, and a good soil can be a good grass seed bed. Before the grsss grows enough the root through the newspaper it should be mostly digested by the soil bacteria.
