Grass, legumes and flowers

I am a teacher at an elementary school with poor soil and no irrigation system. We have an area of land that we call "the dust bowl" because it is sandy and has limited vegetation. Today, I brought in an expert from the state, and he suggested that we plant a combination of grasses, legumes and flowers. I have read here a bit about people purposely planting legumes (clover) in their lawns, but haven't heard much about planting low growing flowers.

Does anyone have experience with this? Any photos of what it would look like? I am picturing an even more beautiful (yes, I think it is somewhat pretty) version of when clover blooms around the neighborhood.
