Reseeding Fescue Lawn

After exploring this forum, I see by others' posts here that many reseed their fescue lawns every year. In all my years of growing lawns, I've never reseeded unless repairing a substantial barespot in the lawn. Do folks reseed in an effort to crowd out weeds, make the lawn fuller, or perhaps a combination of the two?

Most tall fescue won't spread the way some other grasses (KBG, Bermuda, etc) will, so over time, it can develop a clumpy appearance. Some newer varieties of tall fescue are weakly rhizomatous, so they will repair.

Some people overseed an existing fescue lawn on a regular basis in order to keep it thick.
