I have never heard of getting white clover seed before, but I guess it is becoming a popular lawn. I would try what you suggested and see how well it germinates.
Never met a seed that didn't do better with a compost covering.
You may try to eliminate the dandelions this spring because they can out multiply just about anything.
Will you have to scratch the ground at all? What sort of soil are you working with?

I'm not sure which Camden you live in but they're all east of the Mississippi, so your soil is probably perfect for Dutch white clover. When I was a kid you could find clover seed everywhere. I haven't looked for it recently but certainly the technology is there to get it out. If you seed it over the entire yard, you should have a clover lawn next season. Clover is good for many reasons. One of those reasons is you don't have to mow it. If you let it get tall, it should provide enough shade on the soil to prevent all your other weed seeds from sprouting. If you watch it carefully and learn to sense the wilting and prewilting signs from lack of water, you can start to water only when the clover needs it and not when the weeds need it. That should be about weekly in the heat of summer.

I don't think anything can out grow bermuda. I have it as a lawn and sometimes it will get in my flower beds and the war is on. There are other organic chemicals that you can use other than round up. http://www.greenguardian.us/prod_weedcont.html
These guys have something called everything must go. Its suppose to kill everything within 3 hours of application. I haven't used it yet but I want to just to see how fast it really works. I would go ahead and kill everything. Then start from scratch. Like maplerbirch said, when you seed go ahead and throw your seed down and then cover it with some good finished compost. That should make your lawn explode. Throw some good compost tea if you have it available on top and your just about set.

Actually, I think east of I-45 in Texas (East Texas) is perfect place for white dutch clovers. I've seen a patch of it at my mother's in Houston. Where it came from, no idea... East Texas is mostly sandy acidic soil.
