Planting shrubs in wet ground?

I keep reading you're not supposed to work wet ground as it will cause compression of the soil. However, the info addresses tilling, not digging holes for shrubs.

Does anyone know if it's safe to dig holes for shrubs with the ground wet from all this rain or do I need to wait? The shrubs are in quart or gallon pots, nothing larger. I don't amend the holes.
