seed starting/heating mat

I have been planning on saving some cash this spring and want to start my own annuals. Alot of the articles I read refer to utilizing a seed starting heated mat to give bottom heat. Does anyone know can I use a heating pad set on low or any other suggestions other than setting them on top of my fridge??

I have used my heating pad many times. You can also place the flat on top of the fridge or freezer for extra warmth. Anything that is warm will work. Oops, I see you don't want to use the frig.
