How long for cannas & dahlias to sprout?

I planted cannas and dahlias two weeks ago and haven't seen any signs of life yet. I'm wondering if the bulbs were duds. (They didn't look very good, although one of them was developing some root.) Is it still too chilly for them to sprout, or should I plant replacements? I'm in the northwest Philly suburbs.

The cannas you may want to pull up and check for rot. Mine came up in a few days. The dahlias you can probably wait a bit yet.

Thats about the time I planted dahlias last year. They bloomed either this time last year or this time in July...I cant remember...but anyway, you should have seen a sprout by now with the dahlias. (They are a very nice flower!) =)
