I'm no help. I shovel pruned mine this year for exactly that reason.

I would treat it like any other conifer and prune it back to a main stem, branch by branch until it is back in its space. Looks like it's mainly the bottom branches that are overhanging the walkway, so you could probably just do those and let the top mound over naturally.

It's funny but one of my BILs has been intrigued by that particular plant (apparently a neighbor has one) and had my sister searching to ID what it was a couple months ago. And gardening isn't really his thing (unlike my other BIL who has been buying trees and shrubs like mad... LOL).

Pick a few of the most offensive branches and see how far back into the bush you can cut them off and still have enough of the bush left to cover the cut stubs. Start by removing the biggest branches and when you're done with them nip back whatever's left to give the bush the shape you want.

The bigger branches will probably be about a half inch thick where you cut them. Remember most conifers will not sprout back if cut back to bare leafless branches, and finally you'll need to cut it smaller than you want it to be since it will immediately begin to grow again. Don't be afraid, if worse comes to worse and the bush turns out horrible you can rip it out and plant something new!
